Additional 147,000 KRW Energy Voucher Support for Vulnerable Households Using Kerosene and LPG

The government has announced additional energy voucher support for energy-vulnerable households that use kerosene or liquefied petroleum gas (LPG) as their primary heating source. The average support amount, previously 367,000 KRW, will be increased to up to 514,000 KRW.


Eligible Households for Additional Energy Voucher Support

This additional support targets approximately 200,000 households that use kerosene or LPG as their main heating fuel and are already receiving energy vouchers.

The responsible agency, the Korea Energy Agency, will verify eligible households and notify them individually via text message and postal mail.


Support Amount and Distribution Method

The additional support amount is 147,000 KRW, which will be provided in the form of a prepaid card on top of the existing energy voucher.

Eligible households can receive the prepaid card sequentially from their local administrative welfare center starting January 22 next year, following guidance from the Korea Energy Agency.

The prepaid card can be used until May 25 next year, the same validity period as the existing energy voucher.


Strengthening Door-to-Door Energy Welfare Services

The Ministry of Climate, Energy and Environment will also strengthen customized door-to-door energy welfare services to ensure that vulnerable households do not miss out on additional support due to lack of information.

For households with limited mobility, including elderly residents, postal workers will visit homes directly to explain how to receive the prepaid card and how to use the support funds.


Priority Support for Energy Efficiency Improvement Programs Starting Next Year

Beginning next year, the government will also prioritize low-income energy efficiency improvement programs for households using kerosene and LPG.

These programs target basic livelihood security recipients and similar households, providing insulation for walls and floors, window replacements, and high-efficiency boiler upgrades to achieve long-term reductions in energy costs.


Government Statement

A senior official from the Climate and Energy Policy Office explained, “Unlike city gas users, households that rely on kerosene or LPG do not benefit from utility discount programs and face a heavier energy cost burden,” adding that they are among the most overlooked energy-vulnerable groups.

The official continued, “Through this additional energy voucher support, we aim to close these policy gaps, and we will continue working with relevant ministries to expand customized assistance for those most in need.”
