The Seoul Metropolitan Government has upgraded its flagship youth cultural support program, the Seoul Youth Culture Pass, with major improvements to the application process and usage period starting in 2026.

With changes such as year-round applications and vouchers worth up to KRW 200,000, eligible young residents of Seoul should make sure they fully understand how to apply and use the benefits.

What Is the Seoul Youth Culture Pass?

The Seoul Youth Culture Pass is a public welfare program that provides up to KRW 200,000 in cultural vouchers to young people living in Seoul, allowing them to enjoy a wide range of cultural activities.

Eligible events include theater, musicals, classical music, traditional Korean music, dance performances, and art exhibitions.

Launched nationwide for the first time in 2023, the program has received high satisfaction ratings. In its fourth year (2026), the system has been further simplified to make applications and usage more convenient.

Eligibility for the 2026 Seoul Youth Culture Pass

Before applying, make sure you meet all of the following conditions:

  • Age: 21–23 years old (born between 2003 and 2005)

  • Residence: Must live in Seoul at the time of application

  • Income: Household income at or below 150% of the median income

  • Limit: One-time benefit per person (no repeat recipients)

※ For military service veterans, the age limit may be extended by up to three additional years depending on the length of service.

How to Apply for the Seoul Youth Culture Pass (Key Steps)

Applications for the 2026 Seoul Youth Culture Pass are accepted online only. Follow the steps below:

① Visit the Youth All-in-One Information Portal

Access Youth Mongttang Information Portal, Seoul’s official platform for youth policies and services.

② Sign Up and Log In

Create an account under your own name and log in. (Simple authentication or joint certificates are accepted.)

③ Apply for the Seoul Youth Culture Pass

Select “Seoul Youth Culture Pass” from the menu and complete the online application form.

  • Enter personal information

  • Verify age and Seoul residency

  • Confirm income eligibility (based on health insurance contributions)

④ Application Review & Selection

Applications are accepted year-round, and recipients are selected twice each month.

Selection results can be checked individually through the Youth Mongttang Information Portal.

Application Schedule & Voucher Usage Period

  • Applications open: December 22, 2025 (10:00 AM)

  • Application method: Open year-round

  • Voucher usage begins: February 2026

  • Usage deadline: End of March 2027

Unlike previous years, vouchers no longer expire at the end of the year, allowing beneficiaries to use them flexibly over a longer period.

How to Use the Cultural Voucher

Once selected, beneficiaries can book tickets for performances and exhibitions through the official Seoul Youth Culture Pass website.
